Managing partner of Chasan Leyner & Lamparello PC, and the present Treasurer of the New Jersey State Bar Association, Ralph concentrates his practice in civil and criminal litigation. He is among a distinguished group of less than 100 attorneys out of 80,000 licensed in the state to be certified by the state Supreme Court as both a civil and criminal trial attorney. A civil arbitrator for the New Jersey Superior Court and a Court-approved mediator, his litigation expertise encompasses civil rights and employment discrimination; commercial, environmental, legal and medical malpractice; public entity defense; and white collar criminal defense.
Ralph was most recently recognized in the 2010 edition of The Best Lawyers in America® for his skill in Commercial Litigation and Labor and Employment Law. The Best Lawyers in America® is the oldest peer review publication in the legal profession covering 79 legal specialties and including attorneys in all 50 states. Lawyers are chosen for inclusion based upon evaluation by other lawyers in their own specialty and jurisdiction. Ralph was also named one of the “Top 100†lawyers in New Jersey in 2009 by the prestigious New Jersey Super Lawyers ® listing in the specialties of Labor and Employment Law. He has been consistently named a New Jersey Super Lawyer in the area of employment and labor law since 2005, and also holds the highest peer review rating for ethical standards and legal ability from Martindale-Hubbell, the authoritative resource for information on the legal profession.
Ralph serves as Special Litigation Counsel for Bergen and Hudson Counties in addition to being Special Litigation Counsel to the cities of Newark, Paterson and Bayonne, the township of North Bergen and the town of Secaucus. He also serves as Assistant Counsel to the Passaic Valley Sewerage Commissioners, an authority representing 48 municipalities in four counties, and as Corporation Counsel to North Hudson Regional Fire and Rescue, the state’s largest fire and rescue service. In conjunction with other members of the firm, he authored the Joint Meeting Agreement that serves as the blueprint for the regional entity and as a model for other regional public entities in New Jersey. Ralph also currently serves as General Counsel to the Bergen County Improvement Authority.
Committed to educating his clients and peers in the intricacies of the burgeoning field of employment discrimination, Ralph has provided anti-discrimination training to many of the firm’s corporate clients. He serves as a lecturer on employment law matters for the New Jersey Institute for Continuing Legal Education, which provides educational programming for the legal community. Additionally, Ralph is a master of the Hudson Inn of Court, sharing his insights on criminal and civil matters with his peers. He is a contributing co-author to the book, Academic and Workplace Sexual Harassment, Praeger Publishers, Westport, CT (2003), and from 2000 to 2006, he was a commentator for Court TV, analyzing criminal trials for Open Court and Both Sides in the New York City studio and on trial site.
Ralph served as an appointed member of the New Jersey Supreme Court Civil Practice Committee from 2004 to 2008. The Committee is responsible for recommendations regarding civil rules and procedures. He has also served as chair of the Supreme Court District Fee Arbitration Committee in Hudson County, and as a member of the state Supreme Court Committee on Model Civil Jury Charges. Since 1999, he has been appointed as a civil arbitrator for the Superior Court of New Jersey and is a qualified mediator under New Jersey Court Rule 1:40.
Since 2003 he has served as a trustee of the New Jersey State Bar Foundation, a philanthropic organization dedicated to promoting law-related education to the general public. In May 2008, Ralph was elected Secretary of the New Jersey State Bar Association and was the first Hudson County attorney in 34 years to become an officer of the statewide organization. He is now on track to assume the office of President of the State Bar Association in 2013. A member since 1989, Ralph chaired the Association’s Judicial and Prosecutorial Appointments Committee in 2007-2008 and the Meetings Arrangements and Travel Committee in 2006-2007.
Ralph began his legal career as an Assistant Prosecutor in the Office of the Hudson County Prosecutor, specializing in career criminal prosecutions. Thereafter, he joined the Office of the Attorney General for the State of New Jersey, serving as a Deputy Attorney General in the Division of Criminal Justice, assigned to white-collar prosecutions. He was a founding partner of the law firm of Olivieri & Lamparello, prior to joining Chasan Leyner & Lamparello in 1989.
